Electronic On-Board Recorders (EOBRs)

EOBRs have been the subject of proposed rulemaking by the Federal Motor Carrier Safety Administration (FMCSA) since 2007. Under the 2007 proposed rule, approximately 500 trucking companies per year – those with a lengthy history of serious Hours of Service (HOS) violations – would be required to install EOBR technology. Although JJ Keller reported that the final rule was expected in late 2008, no rule was passed during the final days of the Bush Administration, and President Obama has placed a 90-day hold on all such administrative rulings.
